Waiting in line to vote early

It is 32 degrees outside. 49 minutes until the door opens. I wish I knew
someone in the league of womens voters to let me in early.

Why is there such a long line to vote early? Are those absentee votes? Have people always been able to vote early? Or is this a Southern thing?
